Job Description
The primary purpose of this position is to lead the division of Environmental Health in effectively performing all duties associated with the specific program objectives while ensuring compliance with all local, State and/or environmental health rules and laws. (#958)

Example Work
Lead efforts to identify strategic objectives for programs that are consistent with Buncombe County’s Mission and implement best practices to meet objectives; Personnel Management: Oversee the hiring, development, counseling and evaluation of employees (including all disciplinary actions) performed by division supervisors; provide direction and consultation to the Food and Lodging, On-Site Wastewater supervisors and other staff in evaluating team performance – establishing priorities, meeting objectives, and managing the workflow within the division and monitoring work performance. Assure compliance with all applicable policy, rules and governmental statutes (local, state, and federal) specific to program area including providing technical advice; administer and assure compliance with all County and human resource policies including those covered by local, state and federal laws; develop and maintain a positive team work environment; foster continuous quality improvement in all areas of work; ensure that complaints received from the public related to environmental health issues are responded to timely, accurately and in accordance to established policy; serve as a liaison with Animal Control, the Humane Society, EPA, DENR and DHHS on any environmental issues related to groundwater protection. Provide leadership across Buncombe County HHS and in the community on environmental issues that affect the public’s health. Participate in and/or lead preparedness activities that meet Agreement Addenda and accreditation requirements.

Knowledge, Skills, and Abilities
Thorough knowledge of the principles of supervision and organizing; ability to establish and maintain working relationships with state and local agency individuals; ability to express ideas effectively orally and in writing; considerable knowledge of modern construction practices, inspection codes, and environmental rules and laws. Ability to analyze and comprehend a variety of technical and administrative regulation, records, and reports; ability to set priorities, implement changes and organize; ability to exercise sound judgment and deal tactfully with a wide range of the public while enforcing public health laws and rules. To perform quality work within deadlines with or without direct supervision; interact professionally and courteously with other employees, customers and partners; work effectively as a team contributor on all assignments; understand the necessity to efficiently and effectively interact, communicate and coordinate work efforts with other employees and organizations in an effective manner to accomplish common task; function in highly stressful circumstances; maintain a high level of professionalism and to conduct business in an ethical manner at all times. Safely and successfully perform the essential job functions consistent with ADA and ADAAA, FMLA and other federal, state, and local standards, including meeting qualitative and/or quantitative productivity standards; maintain regular, punctual attendance consistent with ADA and ADAAA, FMLA and other federal state and local standards; ability to apply environmental health knowledge and techniques in the investigation of environmental health problems. Experience in CQI, public health accreditation and preparedness preferred.

Education and Experience
Six years of experience in professional environmental health work at the environmental health specialist level or above in a health department, with three years of administrative management or supervisory experience.

Special Requirements
North Carolina Registered Environmental Health Specialist; must maintain and secure the minimum number of continuing education hours required to practice as a Registered Environmental Health Specialist.
