PRIMARY PURPOSE OF THE ORGANIZATIONAL UNIT The primary purpose of the environmental health section is to promote and protect the health and well-being of the public by assuring a safe and sanitary environment. PRIMARY PURPOSE OF THE POSITION The primary purpose of this position is to carry out the environmental health activities relating to food and lodging establishments operated in an assigned district of the county. DESCRIPTION OF RESPONSIBILITIES AND DUTIES 70% FOOD AND LODGING SANITATION PROGRAM: The environmental health specialist inspects food and lodging establishments such as restaurants, food stands, mobile food units/pushcarts, school lunchrooms, elderly nutrition sites, limited food, established institutional food service, hotels, motels, bed & breakfast homes/inns, resident camps, primitive camps, meat markets, rest homes/nursing homes, hospitals, residential cares, schools, local confinement, adult day cares, summer feeding sites, and temporary food service establishments. Food establishments are inspected on a frequency based on their risk to public health. Inspection frequency is determined by the number of potentially hazardous foods prepared in the establishment. Critical violations must be corrected during the inspection or a return visit is required within 10 calendar days. If critical violations are not corrected within 10 calendar days, the permit suspension process must be initiated which may result in closure of the establishment. Food handling courses are periodically conducted to educate food service personnel about the proper food handling techniques. Whenever establishments are found operating below a 70% sanitation rating or conditions are found that may endanger the publics health, the establishment is closed by revoking the permit until it is brought into compliance. The environmental health specialist is responsible for reviewing and approving plans for new establishments and renovations to existing facilities. A permit to operate is issued by the environmental health specialist prior to allowing a facility to open. Environmental health specialists are responsible for closing illegal food service establishments that occur from time to time. Complaints of public health significance about food and lodging establishments and food borne disease outbreaks and emergencies must be investigated and problems corrected. The sanitation inspection of food and lodging establishments is very important in protecting the public from an outbreak of food borne illness. If a food borne illness outbreak occurs it could cause much suffering, loss of work and even death to some of those affected. Records of inspections are entered in the field into a data base system and uploaded to the state routinely. This information is available for viewing by the general public. 15% PUBLIC HEALTH AND SOLID WASTE AWARENESS AND COMPLIANCE ORDINANCE The Environmental Health Specialist investigates complaints from the public that fall under the Code Enforcement of the Public Health and Solid Waste Awareness and Compliance Ordinance, with legal authority from NC General Statute 130A, NC General Statute 153. This shall apply to the management of solid waste prior to acceptance into the Haywood County Solid Waste collection and disposal system. The specialist shall investigate complaints to insure that solid waste is being stored, collected, transported, treated, utilized, processed, recycled, and disposed of in a manner consistent with the requirements of federal, state and county laws and ordinances, including rules and regulations adopted by the Haywood County Board of Health and Human Services and the North Carolina Commission for Health Services. The principle objectives included preventing public health risks to occupants and the public. To monitor and enforce existing laws and ordinances for compliance including, but not limited to solid waste and junk creating a public health risk. To establish responsibility of involved parties and assure that people are not unnecessarily exposed to public health risks. To ensure that proper actions are taken to abate public health risks. Responsibilities and procedures for complaint investigations, data entry and proper documentation are outlined in the Public Health and Solid Waste Awareness Complaint Policy and Procedures. 5% SWIMMING POOLS, TATTOOS, INSTITUTIONS: The environmental health specialist inspects public swimming pools and hot tubs for compliance with the state regulations governing its operation because water carries disease organisms which could cause intestinal disorders and/or respiratory diseases such as sinusitis and strep throat. Cleanliness and sanitation of entire facility is important because diseases easily transmitted include athletes foot, dermatitis, and contagious conjunctivitis. The environmental health specialist discusses any violations and/or recommendations in regards to the operation of a pool or hot tub with the owner/manager. The specialist issues a permit prior to allowing a public swimming pool to open. The specialist is required to review and approve plans for swimming pool construction or major renovations to existing facilities. Complaints of public health significance must be investigated. Environmental health specialist inspects tattoo parlors for compliance with state regulations governing its operation to prevent disease related to blood borne pathogens. The environmental health specialist discusses any violations and/or recommendations in regard to the operation of a tattoo parlor with the owner/artist. The specialist issues a permit prior to allowing the parlor to open. The specialist is required to review and approve plans for construction of a tattoo establishment. Complaints of public health significance must be investigated as well as any illegal tattooing. 5% CHILD DAY CARE PROGRAM: The specialist inspects child day cares for compliance with the state regulations governing its operation to ensure the safety of children. Cleanliness and sanitation of entire facility is important to prevent food borne outbreaks and control the transmissions of communicable diseases. The specialist discusses any violations and/or recommendations in regard to the operation of a child day care or major renovations to existing facilities. The specialist issues a sanitation inspection prior to the opening of the day care. Complaints of public health significance must be investigated. The specialist conducts a preliminary lead investigation if lead hazards are found in a child day care. Lead hazards must be abated. The environmental health specialist conducts lead investigations if a child under the age of 6 years has an elevated blood lead level. 5% INDIVIDUAL ON-SITE WATER SUPPLY PROGRAM: The specialist instructs the public on protection of private water supplies. Sites are selected for potential water supplies to provide maximum protection. Individuals are instructed on the construction and protection of new water supplies, and improvements to existing water supplies to reduce sources of contamination. The specialist is authorized to approve or disapprove private water supplies serving food and lodging establishments operating under state laws and regulations. Bacteriological water samples are collected from inspected establishments annually to assure safe water is supplied to these facilities. Since a safe and sanitary water supply is a basic necessity, the specialist acts as a consultant protecting these individual water supplies not regulated by state or county law. Water supplies located too close to sources of contamination or not properly protected, can result in illness, income loss, or even death from such water borne diseases as typhoid fever, dysentery, infectious hepatitis, and giardiasis. KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS FOR THE POSITION Applicant must have working knowledge of biology, chemistry and food science, as well as the ability to exercise sound judgment, communicate and deal tactfully with the public. MINIMUM TRAINING REQUIRED Graduation from a four-year college or university with 30 semester hours of course work in the physical or biological sciences and two years of exposure in environmental health; or a Masters degree in environmental health from a program which is accredited by the National Accreditation Council for Environmental Health Curricula of the National Environmental Health Association and one year of experience in environmental health. ADDITIONAL TRAINING AND EXPERIENCE Workshops in Food Short Courses, Insect and Vector Control, Public Health Law and Protection of Water Supplies, Computer classes, and continuing education requirement (15 hours). LICENSE OR CERTIFICATION REQUIRED BY STATUTE OR REGULATION Registration is required by the North Carolina State Board of Sanitarian Examiners under provisions of Chapter 90A of the General Statutes of North Carolina. The applicant must have a clean driving record with no more than three (3) points showing on current DMV record.
